  On January 23, Fengzhen City issued a new notice on dual-control policy of energy consumption: it requires all submerged arc furnaces below 25000kVA to be shut down, and enterprises with special alloy certificate must be reidentified by Ulanqab Bureau of Industry and Information Technology before the end of February; each enterprise with submerged arc furnace above 25000kVA is allowed to operate one submerged arc furnace at the present stage, and the furnace without complete closed transformation must be reconstructed before the end of February and can resume production after passing the acceptance. At the end of February, the fully closed submerged arc furnace and special alloy submerged arc furnace above 5000KVA will be assessed, according to the indicators of the Bureau of Statistics. If they fail to pass the assessment, they will stop production for rectification.

  Due to the centralized implementation of the policy in January since 11th, and the adjustment of policies in various counties and districts, the actual impact on the monthly output in January is expected to be about 73000 tons. According to the current policy calculation, if there is no new revision in February, the impact of high-carbon ferrochrome production in Ulanqab may be expanded to 144000 tons.
