Energy consumption used as raw materials rather than fuel and power will not be included in total energy consumption control, National Development and Reform Commission, the country's top economic regulator, said on Tuesday.
With steady development of related industries, the share of energy consumed as raw material keeps rising in the country's total energy consumption. To deduct the share of energy as raw material will better reflect China's actual situation of energy consumption and provide energy guarantee for high-quality development, it said.
To be specific, coal, oil and natural gas used to produce non-energy use products including olefin, arene, and alkyne. These products are included in the energy consumed as raw material and are not included in the assessment of energy conservation performance evaluation. However, they are not included in the energy consumed as raw material if used as fuel and power, it said.
The commission said the effort is not meant to encourage petrochemical, chemical and coal chemical projects, and related industrial developments must conform to industrial plans and policies and effectively control carbon emissions and pollutant emissions. Chinadaily
