[Ferro-alloys.com] Now the U.S. Department of Commerce (DOC) has continued to conduct a preliminary investigation on imposition of antidumping duty on ferro-silicon (Si>55% and Si =<55%) to be imported from Russia and Venezuela, and is scheduled to announce its result on December 26.

 

According to the schedule, DOC will make a final determination on 11 March 2014, and the International Trade Commission (ITC) will make its final decision on April 25 and notify respective producers of amounts imposed on May 2.

 

According to DOC's announcement, the dumping margin is decided to be 21.85 - 60.78% for Russian products and 20.07- 60.11% for Venezuelan products, and all of 6 committees voted for being black at the time of preliminary investigation on September 3。

 

As to this result, there were some comments from sources close to the producers in both countries that there was no fact of dumping and the political pressure might be added to the preliminary investigation conducted by ITC. At that time, Russia and Venezuela were against the U.S. which was taking a strong attitude toward the conflict in Syria, and therefore nobody could state flatly there was not a political intention at all.

 

As of December, although the conflict in Syria calmed down, most of the people concerned with this industry forecast that the possibility is remote for the determination by DOC's preliminary investigation to get better.（Source: the TEX Report）
